Do you know what you are doing? Are you rebuilding in the old image or are you trying to make it better?
If the former, why bother? Just give everyone swimming lessons and hope for the best the next time.
If the latter, how are you trying to accomplish that?
I recommend that New Orleans and the Federal Government should send teams to Hong Kong and check out how they have set themselves up to handle typhoons. I saw an interesting special on the Discovery channel on things Hong Kong has in place such as giant reservoirs under the city to capture excess water and other things they have come up with because they are so used to dealing with typhoons. All in all it looks like they are far brighter about this stuff than New Orleans is. Of course this isn’t cheap and requires extensive rules for buildings and such that people have to follow but hey you know what, if New Orleans wants to stay where it is, do it right. I am sure there are more than a few people that think that maybe they should just go find someplace else. Most of the country is pretty devoid of people, there is no rule that we have to keep piling up on top of each other in the cities.

On the TV here I saw a programme how americans were visiting the Netherlands to see the things that are in place against the water. The Netherlands is also called “The Low Lands” and it is not called that for nothing.

Definitely a good thing to do as well, however I don’t think you guys get many storms with 150-200 MPH winds while flooding do you?
nope, we don’t. not as with you guys or other parts of the world.
However, when the weather really sucks in the Netherlands, Germany, Austria (and some other countries) the river that goes through those countries starts to flood in several parts of those countries and the rest of the story you can imagine yourself. It sucks for the people who experience it, but it is not as bad as with you guys or other countries.
