Try it anonymous first and see if it goes pear shaped and then lock down if necessary?

I think registered user ids
I vote for number 2, try it anonymous first and see how that goes. If that quickly gets out of hand then lock it down. If you use registered names people might be scared or nervous to comment if they see certain people already commenting.
I’d initially say lock it down, but I’m pretty amazed how well wikipedia works anonymously. I guess question would be how easily you can lock it down if it goes bad versus locking it down right off the bat.
I agree with Mike Kline: Try it anonymous at first and see how that works and take it from there.
